Permit Award Breaks Long Moratorium

After a prolonged delay since 2018 due to a national moratorium on new exploration licenses, ADX Energy Ltd’s wholly owned subsidiary Audax Energy S.r.l. has accepted the Italian Ministry of Environment and Energy Security’s offer for the d 363 C.R -. AX gas exploration permit in the Sicily Channel offshore Italy. Covering a substantial 346 square kilometers, the permit’s formal approval is anticipated in the first quarter of 2025, marking a pivotal moment for ADX’s strategic expansion in European gas exploration.

Highly Prospective Gas Potential

The permit area is distinguished by proven sweet gas presence, confirmed by several historic wells such as the Nilde-2, drilled in the 1980s targeting deeper oil but encountering high-quality gas in shallower zones. ADX’s prior assessment identified five high-graded gas prospects within the permit, collectively holding a best technical prospective resource estimate of 369 billion cubic feet (BCF). These prospects are primarily four-way dip anticline closures with direct hydrocarbon indicators visible on legacy 2D seismic data acquired by ENI and Shell decades ago.

In addition, the permit’s geological setting suggests significant upside potential through stratigraphic traps and stacked reservoirs, akin to the nearby ENI-operated Argo-Cassiopea project, which commenced production in August 2024 and boasts reserves around 360 BCF. ADX plans to leverage reprocessing of existing 2D seismic data and conduct new 3D seismic surveys to refine prospectivity and identify additional targets.

Favorable Commercial and Regulatory Environment

ADX benefits from attractive fiscal terms under Italian law, including a 10% royalty and a 29% effective tax rate, alongside flexible permitting conditions and relatively low financial commitments. The permit’s shallow water depths (approximately 100 meters) and moderate drilling depths (700 to 1300 meters) reduce operational complexity and cost. Additionally, the permit’s proximity to established gas infrastructure, including local pipelines and the major Transmed pipeline entry point at Mazara Del Vallo, enhances the commercial viability of any discoveries.

Italy’s current political climate, under a center-right coalition led by Giorgia Meloni, strongly supports clean gas development aligned with European Union environmental standards, emphasizing low CO2 and methane emissions. This policy backdrop, combined with high prevailing gas prices in Italy and Europe, underscores the strategic importance of domestic clean gas production.

ADX’s Strategic Positioning and Outlook

ADX Executive Director Paul Fink highlighted the company’s persistence and capability development as key factors enabling this milestone. By joining established players such as ENI, Shell, Total, and Energean in Italy’s gas sector, ADX positions itself to capitalize on a growing market for environmentally responsible gas supply. The company’s access to high-quality historical seismic data and proven gas reservoirs provides a solid technical foundation for exploration success.

Looking ahead, the formal permit agreement and subsequent local authority consultations will be critical next steps. ADX’s ability to advance seismic reprocessing and exploration drilling will determine the pace at which it can unlock the permit’s full potential.

Bottom Line?

ADX’s Sicily Channel permit award sets the stage for a new chapter in Italy’s clean gas exploration landscape, with market watchers keenly awaiting formal approvals and early exploration results.

Questions in the middle?

  • When will ADX complete seismic reprocessing and initiate new 3D surveys to refine prospect inventory?
  • What timeline does ADX envision for potential drilling and commercial development within the permit?
  • How will evolving European gas demand and regulatory policies impact ADX’s strategic plans offshore Italy?
