VRX Silica Limited (ASX: VRX) has been navigating a complex environmental approval pathway for its flagship Arrowsmith North silica sand project, located 270km north of Perth in Western Australia. The project, which promises a minimum 25-year mine life producing over 2 million tonnes annually of high-grade silica sand, recently reached a critical milestone when the Environmental Protection Authority (EPA) published its Assessment Report recommending conditional approval.

This recommendation followed an extensive Public Environmental Review (PER) period completed in July 2023, and a detailed Response to Submissions lodged in May 2024. The EPA's endorsement, published in November 2024, reflected comprehensive stakeholder consultation and acceptance of VRX's Rehabilitation Management Plan and Offset Strategy.

The Appeal and Its Implications

However, the approval process has encountered a significant hurdle. On 30 January 2025, the Conservation Council of Western Australia (CCWA) lodged a formal appeal against the EPA's Assessment Report. The appeal raises multiple grounds challenging the content and recommendations of the report, signaling environmental concerns that the CCWA believes have not been adequately addressed.

The appeal is now under investigation by the Office of the Appeals Convenor, which will gather input from the EPA, VRX Silica, and other relevant parties before preparing a report for the Minister for Environment. The Minister will then decide whether to uphold or reject the appeal, a decision that will be pivotal for the project's future.

VRX Silica has until 3 March 2025 to respond to the appeal's points. While the company is actively preparing its rebuttal, the absence of a statutory timeframe for the appeal process injects uncertainty into the project's timeline, potentially delaying final approval and commencement of operations.

Despite this setback, the Arrowsmith North project remains a strategically important development for Western Australia. It is positioned to supply high-quality silica sand to growing Asian markets, supporting industries such as glassmaking, solar panel manufacturing, and foundry casting.
