Critical Permits Unlock Early Works at Manna

Global Lithium Resources Limited (ASX:GL1) has cleared a major regulatory hurdle with the approval of the Native Vegetation Clearing Permit (NVCP) for its flagship Manna Lithium Project. The permit, which authorises clearing up to 875 hectares for five years, took effect without any appeals; a notable milestone that removes a key bottleneck for early site activities.

Alongside the NVCP, the Department of Water and Environmental Regulation (DWER) has confirmed technical support for the project’s Groundwater Licence (GWL), granting water entitlements that fully cover the current operational plan and preserve capacity for future expansion. Together with the previously approved Mining Development and Closure Proposal (MDCP), these approvals complete the primary State regulatory framework required to commence early works at Manna, located 110km east of Kalgoorlie.

Streamlined Approvals Signal Strong Regulator Engagement

The back-to-back delivery of the MDCP, NVCP, and GWL within a fortnight highlights both the professionalism of the Department of Mines, Petroleum and Exploration (DMPE) and DWER, and the depth of Global Lithium’s technical preparation. Managing Director Dr Dianmin Chen described the outcome as a “standout result” that leaves Manna "cleared on the ground, cleared to take water, and ready to move into construction.”

This regulatory momentum supports the company’s integrated MannaNova strategy and informs a Final Investment Decision (FID) targeted for the December quarter of 2026. The fast-tracked schedule aims for first direct shipping ore in Q2 2027, followed by initial spodumene concentrate production by mid-2027.

Approvals Support Regional Economic Benefits

Beyond project timelines, the approvals are expected to generate jobs and boost economic activity in the Kalgoorlie region, with benefits extending to local communities. The NVCP’s five-year term provides a stable regulatory environment for the initial phases of mining and infrastructure development.

The remaining Works Approval from DWER is progressing well and anticipated before the end of September 2026, which will complete the primary State approvals runway for Manna’s construction phase.

Project Resources and Reserve Base

The Manna Lithium Project boasts a combined Mineral Resource of 51.6 million tonnes at 1.00% Li2O and tantalum grades of 52 ppm, with Ore Reserves totaling 19.4 million tonnes at 0.907% Li2O. These figures underpin the project’s robust economics and support the planned 14-year mine life.

It’s worth noting that the Mineral Resource estimates include the Marble Bar Lithium Project, which Global Lithium is in the process of divesting, further sharpening the company’s focus on Manna.

Bottom Line?

With primary permits secured and early works cleared, Global Lithium is poised to deliver on its aggressive development timeline, but the upcoming Works Approval and Final Investment Decision will be critical milestones to watch.

Questions in the middle?

  • Will the pending Works Approval be granted on schedule to maintain the development timeline?
  • How might the company’s water entitlements support potential expansions beyond current plans?
  • What impact will the divestment of Marble Bar lithium assets have on Global Lithium’s capital allocation?
