Element 25 Clears Butcherbird Works Hurdle as Plant Construction Nears

Element 25 has completed the enabling works for its planned 1.1Mtpa Butcherbird manganese expansion, moving the project towards major plant construction. Financial close on the AU$50 million NAIF package remains unfinished, leaving funding and contract finalisation as the next key tests.

  • SP1 early works materially complete at Butcherbird
  • Process plant construction package nearing award
  • Electrical and instrumentation package remains in tender
  • AU$50 million NAIF financing still awaiting financial close
  • Major equipment ordered and detailed engineering substantially complete

Butcherbird Moves From Site Preparation to Main Construction

Element 25 Limited (ASX:E25) has completed the early infrastructure needed to support major construction at its Butcherbird Expansion Project in Western Australia, marking a more tangible shift from project planning to physical delivery. The SP1 package, awarded to Qetra, has established construction platforms, site services, water infrastructure, offices and laydown areas for the planned expansion of the manganese operation.

The milestone follows the early Butcherbird site works covered in recent company reporting, but the latest announcement says those works are now materially complete. Site clearing, bulk earthworks, the new process water pond and associated pipelines have been completed, while existing administration facilities have been relocated and new power, communications, water and wastewater services installed.

Process Plant Contract Nears Award

The next major step is SP2, the principal process plant and associated infrastructure package. Element 25 says the tender process is approaching finalisation and award, with the main construction phase scheduled to commence in the fourth quarter of 2026 and SP2 completion targeted for the first quarter of 2027.

SP3, covering electrical and instrumentation construction and installation, remains in the final tendering and scheduling phase and is expected to run concurrently with SP2. That distinction matters: the project has crossed an important enabling-work milestone, but the largest construction package is not yet presented as fully executed in the announcement, while the final electrical and instrumentation package remains outstanding.

Equipment and Engineering Ready for Construction Support

Detailed engineering is described as substantially complete, with issued-for-construction packages covering civil, structural, mechanical, piping, electrical and instrumentation disciplines. Altris Engineering has moved from design work into procurement and construction support, while all major equipment packages have reportedly been awarded, ordered and moved into manufacturing.

Those procurement claims provide some evidence of preparation beyond the civil works, particularly for structural steel, mechanical equipment, electrical infrastructure, process plant equipment, conveying systems and control systems. The announcement does not provide updated project cost estimates or disclose whether the construction schedule has changed.

NAIF Financial Close Remains the Funding Gate

Element 25 is also in the final phase of work toward financial close on a planned AU$50 million Northern Australia Infrastructure Facility package. The company says legal, technical, financial, environmental and commercial due diligence has advanced, with mining, haulage, engineering, offtake and camp lease agreements completed. Port services are advanced, while the SP2 construction contract and SP3 tender remain part of the outstanding commercial work.

This is an important qualification to the construction update. The financing framework is progressing, but the money is not described as available: financial close and remaining conditions precedent have yet to be completed. The company says mobilisation is intended to follow financial close, making that process the immediate financing checkpoint alongside the finalisation of construction contracts.

Operational Readiness Begins Before Commissioning

Element 25 has also advanced its operating model for the expanded project, covering mining, processing, logistics, maintenance, safety, environmental management, inventory, reporting and governance. Workforce planning, organisational design and recruitment planning are in place or advanced, while training, competency, operational systems and statutory appointment planning continue.

The planned outcome remains a Butcherbird operation producing approximately 1.1 million tonnes a year of medium-grade, high-silica manganese ore. The next evidence investors can assess will be less about site preparation and more about whether financial close, SP2 award, SP3 tendering and construction mobilisation arrive in the sequence and timeframe set out by the company.

Bottom Line?

SP1 completion reduces one layer of execution risk, but the project still needs financial close and final construction awards before the expansion can be judged on delivery rather than preparation.

Questions in the middle?

  • When will Element 25 complete financial close and gain access to the AU$50 million NAIF package?
  • When will the SP2 process plant construction contract be formally awarded?
  • Can SP3 tendering, equipment delivery and mobilisation maintain the stated Q1 2027 completion target?
