Anson clears Green River permit as Utah funding options expand
Anson Resources has secured the final major approval for its planned 10,000 tpa Green River lithium plant, while reporting independently confirmed battery-grade product and approximately US$406.5 million of conditional Utah incentives. The project has moved closer to financing, but the incentives are post-performance and Anson says further funding is still required.
- Final Small Mining Operation approval for the 10,000 tpa Green River plant
- Approximately US$406.5 million of Utah incentives approved, payable only after construction and operation
- 99.6% lithium carbonate purity confirmed by SGS North America
- A$3.46 million cash at quarter end, including the first US$2.7 million POSCO instalment
- Yellow Cat drilling returned weak, localised and sub-economic mineralisation

Green River reaches the financing stage
Anson Resources Limited (ASX:ASN) has cleared the last major government approval for its planned Green River lithium operation in Utah, but the project’s next hurdle is more familiar to mining investors: turning a permitted development into a funded one. The Small Mining Operation approval covers the proposed 10,000 tonnes per annum lithium carbonate plant, brine extraction field and disposal field, and moves Green River into the project financing phase.

The company’s Definitive Feasibility Study is under way and is expected to be completed in the first quarter of calendar 2027. It will assess a revised plant layout, downstream processing engineering, the expanded mineral tenure and the Utah incentives. Anson says the relocated layout could reduce capital costs, although the financial effect has not yet been quantified. The latest published project economics remain those of a June 2026 Scoping Study, which estimated upfront capital of US$569 million and a pre-tax NPV of US$1.373 billion before the incentives were included.
Utah incentives are substantial but not upfront cash
Utah authorities approved incentives capped at approximately US$406.5 million during the quarter. The Utah Inland Port Authority incentive is capped at US$193.996 million and is based on a share of the incremental property-tax differential, while a Governor’s Office of Economic Development tax credit is worth approximately US$212 million and is refundable after state taxes are paid.
Neither payment provides near-term funding. Both depend on Green River being built and operated, with the UIPA benefit linked to future property-tax rebates and the GOED credit dependent on taxes first being paid. Anson is also pursuing a possible bond structure backed by future tax differentials, following the Utah bond vehicle proposal reported earlier this month. Whether that structure can help fund infrastructure before production will be considered alongside the wider financing plan.
Battery-grade product and expanded tenure strengthen the project case
JordProxa produced lithium carbonate from Green River eluate at 99.6% purity, above the 99.5% industry standard cited for electric-vehicle battery grade. SGS North America independently confirmed the result on an approximately 500-gram sample. Anson also said non-thermal downstream testing exceeded its original design expectations, with further engineering expected to be incorporated into the DFS.

The project’s existing JORC Mineral Resource remains unchanged at 773,000 tonnes of lithium carbonate equivalent, comprising 183,000 tonnes Indicated and 590,000 tonnes Inferred. Anson added approximately 20.78 square kilometres of FFSL and SITLA tenure during the quarter, with a JORC update now expected in the fourth quarter of 2026. The addition includes the 17-block SITLA lease, which had been described as a potential source of additional resource but remains subject to documentation and further evaluation. The exploration target over the new ground is conceptual and is not a Mineral Resource.
Commercial interest remains non-binding
Anson also signed a non-binding memorandum with Wogen Resources America and Xcelsior Capital Advisors covering potential offtake of approximately 2,000 to 6,000 tonnes per annum of lithium carbonate equivalent, with supply contemplated from around 2029 or 2030. Xcelsior may consider debt, product prepayment or strategic investment. Volumes, pricing, timing and funding remain subject to technical work, due diligence and definitive agreements, much like the potential Green River offtake outlined in September.
Cash position highlights the development gap

Anson ended September with A$3.461 million in cash, compared with A$3.309 million at the end of June. The increase was largely supported by the first US$2.7 million instalment of POSCO’s approximately US$5.2 million facilitation fee. POSCO’s demonstration plant utility connection works have started, with operations expected in 2027 and test work scheduled to continue into 2028.
The company reported A$1.594 million of exploration and evaluation expenditure and A$1.363 million of administration and corporate costs during the quarter. It said the DFS, pre-development work and corporate costs will require further funding, which it is seeking with minimal dilution. The headline permit milestone is therefore only half the story: Green River now has a clearer regulatory path, but its commercial path still depends on a DFS, binding finance and enough cash to reach construction.
Bottom Line?
Green River has cleared its permitting gate, but the decisive test now shifts to whether the DFS and financing package can convert conditional incentives into a funded construction plan.
Questions in the middle?
- Can Anson secure binding debt, offtake or strategic funding before its cash balance is absorbed by DFS and pre-development costs?
- Will the Q4 2026 JORC update add a material resource base to Green River, or leave the project economics dependent on the existing estimate?
- How much of the approved Utah incentive value can ultimately support upfront infrastructure financing rather than post-operating cash flow?
