Victory Metals Gives North Stanmore a Clearer Path Toward Development

Mining By Maxwell Dee 5 min read

Victory Metals has put a A$1.21 billion post-tax PFS value on North Stanmore, secured its mining lease and begun product qualification with potential offtake partners. The project remains pre-production, with DFS work, approvals, financing and metallurgical validation still ahead.

  • A$1.21 billion post-tax NPV8 and 240% IRR in the North Stanmore PFS
  • 47.0 Mt Probable Ore Reserve at 692 ppm TREO and 248 ppm HREO
  • Mining Lease M20/564 granted over almost 2,006 hectares
  • Heavy rare earth concentrate sent to potential partners in Australia, Japan and the United States
  • A$9.18 million cash balance at 30 September 2026

North Stanmore’s PFS Sets a Large Development Target

Victory Metals Limited (ASX:VTM) has moved North Stanmore from an exploration story towards a development case, reporting a pre-feasibility study with a post-tax NPV8 of A$1.21 billion and a post-tax IRR of 240%. The Western Australian heavy rare earth project is modelled over roughly 20 years, with pre-tax NPV8 of A$1.76 billion, life-of-mine FOB revenue of A$6.5 billion and initial capital of A$155 million, including a 30% contingency.

The proposed operation would use shallow, predominantly free-dig open-pit mining and flotation beneficiation at 2.4 million tonnes per year. Around 29,000 wet tonnes of heavy rare earth-enriched concentrate would be produced annually for sale to third-party refiners, with about 10 years of mining and processing followed by approximately 10.5 years of stockpile processing. The PFS assumes a 1.5-year payback, but the company has not yet begun mining or development activities.

Ore Reserve and Resource Base Support the Production Target

The PFS production target is supported entirely by a maiden 47.0 million tonne Probable Ore Reserve grading 692 parts per million TREO and 248 ppm HREO, containing 32.6 kilotonnes of TREO and 11.6kt of HREO. It excludes Inferred Resources and Exploration Targets, a distinction that gives the production case a more defined technical base than a study relying on unclassified material.

The updated Mineral Resource Estimate totals 278.8Mt at 483 ppm TREO, including a maiden 70.7Mt Measured category. A 53.3Mt high-grade domain grades 1,024 ppm TREO, while Measured and Indicated high-grade tonnage increased to 38.0Mt. The update incorporated 83 drill holes covering 4,378 metres, including 20 twin holes used to confirm existing results. Earlier in the project’s development, the company reported a North Stanmore PFS and reserve with the same headline economic case and reserve base.

Mining Lease Converts Project Tenure Into Development Rights

Western Australia’s Department of Mines, Petroleum and Exploration granted Mining Lease M20/564 on 11 September, covering almost 2,006 hectares. The lease converts existing exploration tenure and does not expand Victory’s footprint. It follows the Native Title Mining Agreement signed with the Wajarri Yamaji Aboriginal Corporation in June.

The grant removes a central tenure issue, but it does not amount to a construction approval or a development decision. Victory’s next phase includes geotechnical and hydrogeological investigations, engineering definition, further metallurgical work, product qualification, approvals, offtake discussions and a funding strategy. The lease milestone was reported earlier in the company’s 2,006-hectare mining lease coverage.

Concentrate Qualification Tests the Commercial Proposition

During the quarter, Victory continued steady-state operations at its Perth flotation pilot plant and dispatched heavy rare earth concentrate to potential offtake partners in Australia, Japan and the United States. Those parties are examining the product independently, including its grade, heavy rare earth distribution and impurity profile. The company said confidential discussions with strategic partners also cover pricing, commercial structures and long-term offtake.

TIMA mineralogy found that 86% of dysprosium, 82% of terbium, 96% of yttrium, 88% of praseodymium and 91% of neodymium reported to secondary phosphate groups in the pilot concentrate. Victory says that supports its planned wet-screening and flotation-led route, but the findings remain indicative: ALS reported high uncertainty for praseodymium and neodymium and very high uncertainty for terbium and dysprosium. The study does not establish leach recovery, reagent consumption or final process conditions. The concentrate dispatch builds on the earlier concentrate dispatch to partners.

Cash and Funding Remain the Immediate Constraints

Victory held approximately A$9.18 million in available cash at 30 September, after spending A$1.579 million on exploration, metallurgy and study activities during the quarter. Administration and corporate costs totalled A$570,000, including A$188,000 paid to related parties for director remuneration and company secretarial, accounting and office services.

The company is reviewing project debt, strategic equity, offtake-linked funding and government support, alongside a non-binding US EXIM Letter of Interest for up to US$190 million. That letter is not committed financing, and no binding offtake agreement is reported. The key test now is whether DFS work, product qualification and financing can convert the attractive PFS economics into an executable project without materially changing the study’s capital, operating or metallurgical assumptions.

Bottom Line?

North Stanmore now has a substantial PFS and mining lease, but the next valuation test lies in DFS evidence, binding commercial arrangements and a credible funding package.

Questions in the middle?

  • Can the DFS preserve the PFS economics after geotechnical, hydrogeological and engineering definition?
  • Will independent customer testing lead to binding offtake terms and acceptable pricing?
  • How much equity, debt or strategic funding will be required to build the proposed operation?
